Dangerous lane changing

Green P plate, 1GS2FV was initially speeding up behind me and erratically moved into the middle lane (right side). Then rapidly accelerated and swiped across the front of the truck and into the bus lane, only to turn off and speed down the residential street.

In Adelaide, motorists are allowed to use a bus lane for a maximum of 100 metres for the purpose of turning left into a side street or a driveway.... unless you're a taxi driver like me. I can stay in that bus lane as long as I want. Is this the same rule for Melbourne?
